The Empowering Families Resiliency Program supports children and families through early identification, education, and intervention. Our team works collaboratively to help children exposed to substance use or environmental factors build resilience, heal, and thrive.
Our goal is to provide a safe and encouraging space where children and families can heal, strengthen resilience, and achieve their full potential.

Frequently Asked Questions
What is the criteria for participation in the program?
Children must be identified as having possible prenatal or environmental exposure to substance use through a caregiver or home environment. Exposure can vary widely and may include anything from prenatal exposure to being regularly around nicotine or substance use in the home.
How long does the program last?
The amount of time in the program depends on your child and family’s needs. Some families only need short-term support, while others may stay connected with us a bit longer.
Who can make a referral?
Referrals can be made by a variety of individuals and professionals, including:

Medical providers

Department of Human Services (DHS) caseworkers

Family Treatment Court

Parents or caregivers (biological, foster, or adoptive)

Other professionals involved in a child’s care
What do you expect from parents/caregivers?
• Active participation and honest communication

Who pays for this program?

Parent Toolkit
The Parents’ Toolkit is a free online resource available for parents – biological, adoptive, foster, in whatever shape or form their family exists – who are raising children affected by prenatal exposure to substances of abuse and for professionals who provide services to pregnant and parenting women and their children. The common thread for all of the families is that they are dealing with the consequences of alcohol or drug use during pregnancy.
